The Office of the Comptroller of the Currency issued a final rule on October 21, 2026, putting the GENIUS Act into effect for the stablecoin issuers it oversees. The rule covers how issuers back their tokens, how holders redeem them, and how they manage risk, but leaves anti-money-laundering and sanctions requirements to a separate rulemaking with the Treasury Department, the OCC said in its release.
Commenters split over how prescriptive reserve rules should be and over the yield ban, and the final version gives issuers more room on reserve management while keeping liquidity and diversification limits, the notice said. Banks had cautioned that such programs could pull deposits out of the banking system, yet the rules leave crypto companies free to keep offering customers rewards that work like interest, the Associated Press reported.
